Média Caraïbes - November 24, 2025
The Caribbean mourns today one of its greatest musical figures. Mr. André “Dadou” Pasquet, guitarist, singer, and co-founder of the legendary Magnum Band, passed away on November 22, 2025. With his unique guitar playing, musical elegance, and creative spirit, he left his mark on several generations of listeners and musicians.
To pay tribute to him, we look back on his career and highlight one of his iconic songs: “Confians,” a track that resonates more powerfully than ever today.
(1953 - 2025)
Born on August 19, 1953, in Port-au-Prince, André “Dadou” Pasquet learned music at a very young age within a family deeply rooted in Haitian culture. His uncle, Dòdòf Legros, particularly influenced his artistic development. Dadou quickly developed a passion for the guitar and forged a reputation as a talented and meticulous musician.
In the 1970s, he joined the legendary Tabou Combo, where he established himself as a guitarist, singer, and arranger. He contributed to several important albums, bringing a new dynamic to the group with his precise, fluid, and melodic playing.
In 1976, he and his brother, Claude “Tico” Pasquet, founded the Magnum Band, a group that became a pillar of Haitian kompa. Their slogan, “The only difference,” perfectly encapsulates the group's musical identity: an elegant, modern kompa, open to influences from jazz, funk, reggae, and blues. Dadou is the sonic architect of Haitian music: he never seeks noise or showmanship, but rather subtlety and beauty.
With the Magnum Band, he composed numerous classics such as “Paka Pala,” “Sé vérité,” “Expérience,” “Jehovah,” and “Confians,” which became one of the hallmarks of their repertoire. His charisma, his smooth voice, and his virtuosity allowed the group to captivate not only Haiti, but also the Caribbean diasporas in North America, Europe, and throughout the Caribbean.
It should be noted that Dadou also contributed to the international dissemination of kompa through his collaborations and tours, just like other great Haitian artists.
Recognized as one of the most refined guitarists of his generation, he leaves behind an immense legacy: that of a perfectionist musician, in love with his country, and deeply committed to the transmission of Haitian culture.
Mr. Dadou Pasquet passed away on November 22, 2025, at the age of 72, leaving the Caribbean bereft of a musical giant. His funeral will be held in Miami this Saturday, November 29, 2025.
Focus on the track “Confians” – Magnum Band
Among the treasures of Mr. Dadou Pasquet's repertoire, "Confians" holds a special place.
The word "Confians" means "trust" in Haitian Creole. In this song, Dadou and the Magnum Band celebrate trust in love, in oneself, in life, and more broadly, in the future. The song carries a profoundly optimistic message:
whatever the trials, trust remains an inner strength that guides and uplifts us.
Musically, "Confians" reflects everything that makes Dadou great:
• a luminous and masterful guitar,
• a clean, elegant, and unadorned kompa sound,
• soft and soothing harmonies,
• an impeccable groove that invites both dancing and reflection,
• a vocal sensitivity that touches the heart.
It is a song that soothes, that brings people together, and that reminds us that Haitian music knows how to express resilience like no other. For our tribute, Confians is the obvious choice: it's a cornerstone song, embodying love, loyalty, and balance—everything that made Mr. Dadou PASQUET so great.

With his elegance, virtuosity, and musical vision, Mr. Dadou Pasquet leaves an indelible mark on the history of kompa and Caribbean music. Through songs like "Confians," he conveyed a message of hope and confidence that will continue to resonate through generations.
Today, we salute a master.
A man of heart, culture, and harmony.
An artist who will forever remain one of Haiti's great voices.

Issue No. 12 - Week of November 17-23, 2025
This week, France's overseas territories remind us just how resilient, creative, and forward-looking they are. From Guadeloupe to Martinique, from our islands to national institutions, a common dynamic is emerging: that of a collective movement, driven by women and men who are tackling challenges with determination and building, step by step, the solutions of tomorrow. In Guadeloupe, the reassessment of the SMGEAG deficit could have been just another piece of bad news. Instead, it has become the starting point for a clear and proactive recovery plan that sets a course: to restore trust and sustainably improve water services. At the same time, cultural energy is radiating, between the call for films from the Festival Nouveaux Regards and the dazzling performance of Ophély Mézino at Miss Universe, a symbol of success and audacity for an entire generation of young people.
In Martinique, the future is literally being built in the hands of young people: the School of Networks for Energy Transition is training the talent that will support the rise of renewable energies. And the Raid des Alizés is preparing to bring together, once again, inspired and inspiring women, united and committed, in the heart of Martinique's natural landscape.
At the national level, elected officials from the French overseas territories are continuing a crucial dialogue: better anticipating the effects of climate change, strengthening public safety, advocating for appropriate funding in the face of the future European budget, and ensuring that every major fiscal, budgetary, or institutional reform fully takes into account the realities and ambitions of our territories.
What emerges from this week is a certainty: the French overseas territories are moving forward. Often facing difficulties, but always with courage. They are moving forward thanks to their innovators, their students, their elected officials, their athletes, and their residents who are inventing, every day, the paths to a fairer, more sustainable, and more inclusive development. Through this weekly publication, we continue to highlight these discreet or brilliant forces, these initiatives that are building another narrative: that of an Overseas Territories that are standing tall, talented and full of promise.
Key takeaways from this week:
Guadeloupe :
SMGEAG : a reassessed deficit and a 5-year recovery plan

Regional Chamber of Accounts
SMGEAG: understanding, restoring, rebuilding a trajectory of trust
The new report from the Regional Chamber of Accounts acts as a revealer: behind the figures, years of accumulated weaknesses are brought to light. A larger deficit than expected for the Water Syndicate in Guadeloupe: €57.5 million instead of the announced €41 million, insufficient investments, massive leaks, services under strain… But this time, the analysis also opens up a perspective.
The judges are not just talking about debts. They outline a path forward.
A demanding five-year plan that combines budgetary rigor, mobilization of local authorities and modernization of tools. A gradual increase in rates, certainly, but accompanied by a shared effort and clear objectives: reducing losses, accelerating the installation of pending meters, and streamlining spending.
Beyond the figures, what's at stake is a question of trust between institutions and users. And the local authorities say they want to rebuild that trust together. Guadeloupe is well aware of the complexity of its water network; She also knows the strength of her collective will. This plan, if followed, could mark a turning point.
Guadeloupe -Top 12 Miss Universe 2025
Mlle Ophély MEZINO
Ophély Mézino: a woman, a voice, a territory in the Top 12 of Miss Universe
At Miss Universe 2025, Ophély Mezino achieved one of the best rankings ever for Guadeloupe: a place in the highly coveted Top 12. Already recognized for her commitment to the inclusion of deaf people and the fight against violence against women, she captivated the jury and the public with her journey and authenticity.
On the Miss Universe 2025 world stage, Ophély Mezino not only represented Guadeloupe, but also embodied an inspiring path marked by commitment, resilience, and conviction. His place in the Top 12 resonates as one of the best rankings in our history in this competition. But beyond the result, it is her journey that touches us: a determined young woman, committed to strong social causes, who proudly carries the message of inclusion and the rejection of violence against women.
This performance, celebrated on social media in the comments, videos, and messages shared over the past few days, has expressed a collective pride. A shining symbol in a world where we need positive, assertive, and supportive figures.
Festival Nouveaux Regards
Call for films for the 2026 edition
Festival Nouveaux Regards : to open up the imagination, to broaden horizons
With its call for films launched for the 2026 edition, the Festival Nouveaux Regards confirms what has made it strong for nine years: to offer the Caribbean a space where stories intersect, confront each other, and respond to each other.
This year again, the event reinvents itself:
• a monthly film club in Lamentin, Guadeloupe,
• discussions about world cinema,
• and a call for submissions open to a wide diversity of sensibilities.
Nouveaus Regards is not just an event. It is a way of saying that Caribbean creativity matters, that it carries unique voices, and that it deserves its place in international artistic exchange.
It is a festival that invites us to see differently and to see ourselves differently.

School of networks for the energy transition
Training the next generation of energy professionals: a school that prepares for the future
In a brand-new workshop, twelve young Martinicans began their studies in a unique program: the School of Networks for Energy Transition. Coming from vocational high schools, they are embarking on a demanding course that includes MTNE (Technical and Digital Networks) training followed by a vocational baccalaureate in MELEC (Electrical Engineering).
They may well be the future technicians who will make the large-scale deployment of renewable energies, smart grids, and sustainable electricity management possible.
The partnership between the academy and EDF places Martinique in a dynamic of anticipation. Anticipating needs. Anticipating jobs. Anticipating the transformation of the territory.
And what particularly distinguishes this initiative is the commitment to increasing the number of women in technical professions, which are still too often perceived as masculine. An inclusive energy transition, that's a prospect full of promise.
Raid des Alizés: where sport, nature and solidarity come together
Every year, the Raid des Alizés transforms Martinique into a vast adventure playground. Between mountains, forests, rivers, and coastlines, the island becomes the stage for a challenge that is both athletic and humanitarian.
For this 9th edition, 75 all-female teams will embark on a series of events combining trail running, kayaking, mountain biking, and orienteering. But this raid is not just a physical feat: it is deeply committed to solidarity. Each participant supports a chosen charity, and all prize money is donated to them, amplifying their impact on the ground.
Among the competitors are familiar faces like Vaimalama Chaves and Flora Coquerel, who bring recognition and support to local charities.
An event where commitment meets effort, and where effort is transformed into hope.

Mayors' Congress: Overseas territories on the front line in the face of climate and security
During the Overseas Territories Day at the Mayors' Congress, held on Monday, November 17, 2025, at the Palais des Congrès in Issy-les-Moulineaux, Hauts-de-Seine, in the presence of Ms. Naïma Moutchou, Minister for Overseas Territories, and the President of the Association of French Mayors (AMF), David Lisnard, elected officials shared a common conviction: the overseas territories are at the forefront of both climate challenges and security threats.
Coastal degradation, the intensification of extreme weather events, organized crime, drug trafficking… these are all issues that require coordinated responses.
The Director General of the National Gendarmerie (DGGN), General Hubert Bonneau, participated in the day's events.
The presence of the National Gendarmerie and members of the government underscored the importance of constant dialogue between the State and local authorities.
It was a busy but constructive day, focused on solutions, resilience, and cooperation.

RUP : The outermost regions draw a red line on the European budget
The nine Outermost Regions have spoken with one voice: the proposed 2028-2034 financial framework threatens essential tools, including the POSEI program, which supports vital agricultural sectors.
Behind the figures, local economies, thousands of jobs, and a model of social cohesion are at stake. The Regional Presidents emphasize that the Outermost Regions are not weak peripheries: they are strategic territories, European frontiers, and cultural and economic crossroads.
They simply demand that the commitments of Article 349 of the Treaty on the Functioning of the European Union be respected—nothing more, nothing less.
Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, and Saint-Martin (France), the Canary Islands (Spain), and the Azores and Madeira (Portugal) constitute the nine Outermost Regions of Europe.
Senate working session: finance, mobility, skills… a structuring dialogue
In Paris, the Presidents of the French Overseas Regions met with Mr. Gérard Larcher, President of the Senate, to discuss key current issues: mobility funding, the future of tax breaks, attractiveness, major infrastructure projects, and the LODEOM (Law for the Economic Development of Overseas Territories).
These technical but essential discussions are shaping the institutional and economic landscape for the next decade.
The elected officials reaffirmed that any institutional change must be accompanied by appropriate resources; otherwise, it cannot succeed.
The message is clear: building the future requires solid foundations.
Clarity, analysis and hope: our approach to understanding the overseas territories.
At the end of this issue No. 12 of our weekly publication, the news from our overseas territories reminds us of one essential thing: despite the challenges, sometimes significant, sometimes long-standing, our territories are moving forward. They are innovating, adapting, and renewing themselves. They find ways where, often, only blockages were seen. In Guadeloupe, discussions about water reveal a simple truth: when institutions decide to work together, solutions emerge, step by step. Trust cannot be decreed, but it is rebuilt, and this rebuilding process is underway.
In Martinique, the opening of a school dedicated to the energy transition and the return of the Raid des Alizés (Trade Winds Raid) demonstrate a dynamic deeply focused on the future. Training, sharing knowledge, experimenting, and encouraging: these are all seeds sown today for more resilient territories tomorrow.
In mainland France as in Brussels, elected representatives from overseas territories continue to hold the course, to defend models adapted to their realities, to remind everyone what the overseas territories bring to France and to Europe. Their increasingly unified positions are strengthening their influence.
As the weeks go by, one thing becomes clear:
The overseas territories are never defined solely by their problems, but always by their strengths.
Human, cultural, economic, and creative strengths.
Strengths expressed in schools, associations, businesses, citizen mobilizations, and new ideas.
This is the core of our editorial approach: to face our realities head-on, without minimizing them, but resolutely choosing to see the dynamics at work, the emerging solutions, and the new opportunities opening up.
Every week, the Overseas Weekly provides proof:
our territories are building their future, and they are doing so with determination, intelligence, and boldness.
Join us again next week with Média Caraïbes to continue, together, to highlight what is progressing, what is being invented, what is inspiring.

"Opening paths, together"
News from the Overseas Territories and Hexagon (Paris)
With clarity and hope. By Média Caraïbes
Issue No. 11 - Week of November 10-16, 2025
A positive perspective on current events
Overseas territories and Hexagon France
This week again, our regions are demonstrating their ability to transform challenges into collective opportunities. In Guadeloupe, the creation of a Local Port Authority signals a clear commitment: to regain control of our infrastructure, better coordinate our efforts, and prepare for the maritime future with foresight and ambition. At the same time, the mobilization around the SMGEAG reminds us that, in the face of an emergency, the most effective solutions always emerge from concerted action. While our young people discover the jobs of tomorrow from November 17th to 23rd during the School-Business Week with the UDE MEDEF Guadeloupe (Guadeloupe Business and Employment Union), we are witnessing the emergence of a generation capable of inventing, repairing, and dreaming differently.
In Martinique, the light shines differently: through the arrival of the Miss France 2026 candidates, but also thanks to the vibrant cultural scene of the "En pays rêvé" Festival, which fosters dialogue between imaginations and cultivates profound reflection, invaluable in these turbulent times.
And on a national level, the unanimous mobilization of elected officials from the French overseas territories around tax breaks demonstrates that our territories know how to make their voices heard when what truly matters is at stake: employment, investment, and economic dignity.
Our Overseas Weekly opens with a simple observation: the strength of our overseas territories lies in our ability to move forward together, to stand united, and to build local and sustainable solutions.
It is in this spirit that we review the news each week, with unwavering conviction: where some see obstacles, we see, and will continue to see, opportunities for the future.
Key takeaways from this week:
Guadeloupe :
Ports: a new Local Port Authority to modernize the ports
Water : a strengthened action plan around the SMGEAG
Youth : a week to dream about the jobs of tomorrow
Martinique :
Miss France 2026 : festive arrival of the 30 candidates
Literature : The "En pays rêvé" Festival returns from November 17th to 23rd
Hexagon (Paris) :

Ports - The creation of a port SPL marks a new stage for the blue economy
During their 6th plenary assembly of the year, the elected members of the Departmental Council approved the creation of a Local Port Company (SPL), a strategic tool to modernize and better coordinate the management of Guadeloupean ports.
This new structure is intended to pool resources and strengthen public initiatives in support of the blue economy, a key sector for territorial development.
Departmental Councilor, M. Jimmy Fausta welcomed this initiative while calling for the establishment of a steering committee involving economic stakeholders, a multi-year investment plan to guide port projects, and a governance charter guaranteeing transparency and trust.
This roadmap demonstrates a collective commitment to more efficient and sustainable port infrastructure
President of the Regional Council of Guadeloupe
M. Ary CHALUS
Water - A collective mobilization around the SMGEAG to accelerate repairs
The Territorial Conference on Public Action (CTAP) met at the initiative of the President of the Guadeloupe Region, Mr. Ary Chalus, in the presence of the Prefect of Guadeloupe, Mr. Thierry Devimeux, and the President of the Departmental Council, Mr. Guy Losbar, to establish a joint strategy for the recovery of the SMGEAG (Guadeloupe Water and Sanitation Syndicate). The situation is well-known: major water losses, a precarious financial situation, and an aging network. But this meeting marks a decisive step towards coordinated action.
Among the decisions announced:
• Internal reorganization of the syndicate, with a gradual reduction in staff through retirements and voluntary departures.
• Mobilization of local authorities, each ready to take on an employee to reduce the syndicate's expenses.
• Accelerated six-month repair plan to drastically reduce water outages.
• Increased financial commitment: €20 million already allocated to launch projects, €60 million available through European funds, and €6 million injected by the Department for initial interventions.
Elected officials are also calling for a collective effort: paying bills, restoring trust with businesses, and stabilizing finances are the keys to a sustainable recovery.
A demanding approach, but resolutely focused on improving the daily lives of Guadeloupeans.
President of UDE MEDEF Guadeloupe

Youth - School-Business Week focuses on science and technology
From November 17 to 23, UDE-MEDEF Guadeloupe is organizing another edition of School-Business Week, this year focusing on the theme: "Science and Technology for All."
This initiative, which involves 16 schools, 610 students, and 21 activities, aims to connect Guadeloupe's youth with the economic realities of the region.
The program includes:
• Visits to innovative companies: Jardin de Valombreuse, Total Énergies, Sara, Grand Port Maritime,
• AI and job search workshops led by companies such as KARUSPHERE and Officum Conseil,
• A highlight at Air Inter Îles and a meeting between entrepreneurs and high school students at the Fab Lab of the Chevalier de Saint-Georges high school.
A week to discover career paths, explore the jobs of the future, and strengthen ties between schools and businesses, fostering a promising future for young people.

National / Overseas - Overseas tax breaks: the National Assembly rejects the reduction of aid
The National Assembly overwhelmingly rejected (242 votes to 1) the reform that aimed to refocus tax breaks for investments in France's overseas territories solely on "green" projects.
Elected officials from these territories denounced the measure as drastic, likely to further weaken already strained economies, and mobilized collectively.
After several weeks of discussions, the government acknowledged that the text was "not ready in its current form" and pledged to revise it into a more suitable version in consultation with the FEDOM and economic stakeholders.
This victory for the overseas territories underscores the importance of dialogue and collaborative decision-making in national economic policies, especially in territories where productive investment remains a crucial driver for businesses and employment.
Clarity & Hope
At the end of this edition, one thing is clear: everywhere, women and men are committed to doing better, doing things differently, doing things together. Nothing is easy, much remains to be accomplished, but the energy is palpable, contagious, and inspiring.
We want to commend those who, in communities, schools, associations, businesses, and cultural networks, choose action over inaction, dialogue over confrontation, and initiative over waiting, every day.
Because our territories deserve sustainable solutions.
Because our young people deserve open horizons.
Because our overseas territories deserve to be seen not for their shortcomings, but for their many vibrant and powerful strengths.
This note of clarity and hope is not just a signature: it is a commitment. A commitment to continue, week after week, to highlight what is moving forward, what is being invented, what is being built.
Thank you for reading, sharing, and believing in it with us.
See you next week for a new edition of L’Hebdo Outre-mer, in partnership with Média Caraïbes.
